Windows 10: windows update error 0x80070003 then 0x80096004

windows update error 0x80096004 then 0x80096004Update troubleshooter can't fix this.Occurred after updating Win 10 on laptop offline for 10 weeks.Update installed "latest version of windows", took a couple of hours, then reboot and next reboot installed updates.Windows Settings window shows "Error encountered"Get Help says "Try again. As a Windows Insider, update version 17046.1000 is shown as available, but every attempt to download gets the same error message: 0x80096004.

Have tried numerous fixes including MS update repair, registry repair, etc, etc.

Any suggestions which do NOT include using system restore, or a paid repair app?
