Windows 10: Windows update error 0x800f081f for all updates

So I've had this issue for a while and it's becoming very annoying because I can't update windows. I have tried all of the things I can think of

deleting update cache, resetting all windows update services, sfc /scannow and the restore health commands, downloaded the updates manually and installed (they just say failed to install, etc.

I don't know what else to try except resetting windows, which I really don't want to do unless I absolutely have too

Who has seen this vista update error

When you go to Windows vista update and it tell you to update a driver that you have already updated. Then it says failed to update and gives you the error code that tell you that you already have a never version than that. WTF? Why in the world would it be trying to updated something with an older driver. Well the only way to get it out of your windows update list is to go uninstall what ever that driver is then run the update and install it. Then run the newer drivers again.

Well I still can't get the Nivida Network Bridge to disappear out of the list. I uninstall the one in device manager and go to the update and before it's even done with that. Vista is automatically installing a newer version than is in the Vista update list.......

If you receive Windows Update error 0x800f081f, it means that Windows Update cannot determine the cryptographic service provider, or a file that Windows Update requires (named catalog store) is corrupted.
To resolve this problem, follow these steps:
Step 1: Use System File Checker to repair damaged Windows files
Use the System File Checker tool to repair damaged Windows files, and then run Windows Update again. To do this, follow these steps:

• Open an elevated command prompt.
• Run the following command:
  sfc /scannow
• Try to install update again.

For more information about the System File Checker tool, view Use the System File Checker tool to repair missing or corrupted system files.
Step 2: Run the DISM tool
If the problem continues, use the Deployment Image Servicing and Management (DISM) tool to fix Windows corruption errors. To do this, follow these steps:
