Windows 10: Windows Update Error Occured 0x80070643 Update KB5028997

I have a Windows 10 home and I've been facing the error in the title for 2 weeks now, its causing a lot of issues on my laptop and is making it very slow like I cant even shut down the laptop nor do a system recovery if I shut down it'll just boot back up and if I try to restore to a checkpoint it just fails; I've tried the recommended resizing of the WinRE but the resizing itself isn't even working in cmd so I tried doing the shrinking through the disk manager and I get the following error. i don't have Bitlocker in the first place. Any way to solve the issues?

Try to apply the update manually As suggested by Microsoft. I just wrote a
step by step guide.

However be sure that the update itself is downloaded and that the installation part is failing, and not the downloading part.
