Windows 10: Windows update failed error 0x800700c1

I have this issue where my windows will not update. At first it said there was an issue and to reinstall last version of windows, I tried that. However it would say that version of windows could not be found try again later. I then went ahead and did a reset and reregisters windows to update the components. It was a windows batch file. That then allowed me to download the update, but at 73% of the install it always fails and says "install error - 0x800700c1". I have tried to do the troubleshooter, did not work. Then I tried to do input command prompt run as administrator dism/ online/ cleanup-

Anniversary Update fails with error 0x800700c1

Using Windows 10 Upgrade Assistant Anniversary update fails with 0x800700c1. Checking update history shows other updates are installing but Anniversary failing for the past several weeks. Troubleshooting Windows Update (both program and manual steps) has
no effect.

Update proceeds to 85% (very slow after 71%) at which point error 0x800700c1 is received. If "Try Again" is selected update proceeds to 71% whereupon white update window closes and blue update window opens and eventually closes with pop-up advising failure.
Clicking OK returns to white update window with error 0x800700c1 notification.
