Windows 10: windows update issues...can't get the latest, and yet it's constantly updating

I have Windows 10 version 1903 on my desktop. I wanted to run visual studio 19 which requires a later version of Windows. Fine, I'll just update. After many many tries at updating, it finally completed. Or so it said. My version hasn't changed. I ran update a couple more times, and no change. It goes through the whole "windows is updating your computer don't turn off the system" yada yada yada, restart etc, then I am still at 1903. What is more frustrating is that now, windows update is hogging my system resources every time I boot up. At least that hadn't been happening until I tried to "upda

It works, but I still need to fix it so that way I dont have to plug computers directly to the modem to get windows update to work. It was also blocking me from installing directx.

Definitely not an issue with the Windows Servers as I just re-installed yesterday and got all my updates.

When in win10:

• Update&security -> Windows update -> Finding update... .... .... ....

Planning to download the latest Win10.ISO (vers.1803) and manually update:
- Then wait that my ordered new SSD arrives and clone the old HDD to it.
