Windows 10: Windows Update just loads and stays blank

I cannot run windows update on my computer for some reason.When I go to Windows Update in the settings the page is just blank and never loads.I have tried all the instructions to try to fix windows update issues I can find online and they either do nothing or for some reason i do not have permission even though this account is definitely the administrator on this PC.I tried to download windows media creation tool to try to update but when i try to open the file it just says "Can't find the necessary file. Please check if you have permission to write to the installation folder.

Blank Screen after Latest Windows 10 Update-- Cannot Switch Between users.

As our initial troubleshooting step, we suggest that you follow these steps:

• Press Windows + R and type "msconfig".
• Select Selective startup and Load system services.
• Unselect Load system startup items.

Well that's why I asked. Mine is on SSD and takes 11 seconds. Your list of games will not appear if it has not checkd for updated suggested settings for awhile until it checks.

When it says it is refreshing the game list, it is checking, because NVIDIA periodically updates suggested settings. Plus it will look for those for new games you have installed.

So, the less it is run, the slower it will be.
