Windows 10: Windows update not giving driver updates after upgrading to 1803

I can download and install the driver updates from the device manager.
I'm able to install regular windows updates and office 2016 updates correctly.
I usually do manual updates with windows update mini tool but I have been trying regular windows update automatic updates and the drivers are still not installed/listed.
I was able to get drivers when using 1703, the problem started after upgrading to 1803.
I get no error on the windows update window.

Specs:

• Windows 10 1803 x64 (upgraded from 1703 recently)
• Motherboard Taichi X370 nothing overclocked
• Ryzen 7 1800X
• 4x16gb ECC ram
• Windows is installed on a 1 TB nvme drive, samsung evo 960

What I have tried so far with no changes on the outcome:

• Deleting registry settings (NoAutoRebootWithLoggedOnUsers and NoAutoUpdate) and restart
• Suspend bitlocker protection, restart and try to update (I use bitlocker on windows drive and half of the other drives with auto-unlock)
• Keep kaspersky protection paused
• Manually remove c:\Windows\SoftwareDistribution and C:\Windows\System32\catroot2
• Downloaded windows update troubleshooter and chose to "fix" everything
• DISM.exe /Online /Cleanup-image /Restorehealth
• sfc /scannow (no error)
• In-place upgrade
• Regular windows update
• windows update mini tool

Win10: windows update stuck at never ending loop ?

When in win10:

• Update&security -> Windows update -> Finding update... .... .... ....

Planning to download the latest Win10.ISO (vers.1803) and manually update:
- Then wait that my ordered new SSD arrives and clone the old HDD to it.

To turn off windows updates in windows 7 follow these steps:

Click the start button, in the search box type in 'windows updates', click on 'windows update'
in the search results list, in the left side of the windows update window click 'change settings'
then in the option bar select 'Never check for updates'.
