    The correct behaviour of windows update over a metered connection is to offer the choice to download, or wait until on a non-metered connection.

    The initial build of the Anniversary Update broke this, it skipped offering you a choice and went straight to trying to download - which of course stuck at 0% because... well... it's a metered connection! TenForums, and @Slartybart in particular were the only place on the internet that had found this bug, documented it and offered workarounds.

    (this was in fact the very post that convinced me to register here).

    Well, guess what - 15063.0 is broken in exactly the same way. After upgrading my first machine to Creators Update 15063.0 and checking for updates there's no 'Download' button - it just hangs at 0%.

    The workarounds were: For Defender updates check for updates in Defender itself. Started from there an update would always be downloaded - even on metered connections. For Cumulative Updates, temporarily turn off metered connections. The stalled update would immediately start downloading. That bug in 1607 wasn't fixed until August 23, 2016 with KB3176934 (OS Build 14393.82).

    Turning off metered connections has got me up to 15063.13 now. Until there's a new Defender definition available I won't know if the bug has been fixed (again). OK, there is, and it has.

    It's disappointing that MS repeated their mistake of last time, but at least we don't have to wait nearly a month for a fix this time.

    One for the notebook: When doing an upgrade to Creators Update or repair install (which will put you back to 15063.0) be aware you'll have to turn off metered connections in order to get the first update, after which you can turn it back on.

    Windows 10 Creator Update and Metered Connection

    I have updated my desktop computer to Windows 10 Creator Update. I have a metered connection and so have set metered connection ON.

    Prior to Creator Update when I checked for Updates in Settings it would give a list of available updates and ask if I wanted to download them, now it just goes and downloads them even though I have metered connection ON. It is saying "Downloading updates 1%"
    and it has been stuck like that for over an hour.

    I aborted the update, set metered connection OFF and run updates again and it updated OK.

    How can I stop Windows updates going into automatic download mode?

    I just did a clean install using the Insider 15063.0 ISO and my Creator updates are download OK through my metered wifi connection. I am currently on 15063.14 version 1703 (after updates).

    However, on one of my rigs, I did encounter a problem where Windows Update was trying to download a driver and it turned out to be a Conexant audio driver. So, what I did was go to the device manager and updated the driver from there. Once done, my updates started to flow. After that, I went through every device and manually checked for updates and I found several PCI components that download updated drivers.

    Not a problem really (as the workaround is simple) just frustration that MS repeated a mistake they made once before. I've now upgraded a second machine using the media made by the MCT (x64 this time, the first was x86). It too is at build 15063.0 with 'downloading updates' resolutely stuck at 0%.

    It's annoying that I still have to remember to turn off metering in order to get the first update to download.

    Oh, and I've just discovered another workaround. As with the initial 1607 RTM, manually checking for definition updates from within Defender (which would always download over a metered connection without asking for permission) has updated the definitions (as it did in 1607) but in 1703 it has also kicked windows update out of its 'stuck at downloading... 0%' and into the expected behaviour of offering the 'Download' button.

    Having similar 0% download on a metered connection. How do I turn off the metered connection requirements?

    Ok, Found the tutorial and turned it ON, hopefully I'll start getting updates after all these months...

    This is still a problem as of today. I had metered connection set on and checked for updates. It finds them, then says it is downloading, but there is no network activity shown in task manager. To get it to do the downloads, you must turn metered connection off, after which the downloads really begin.

    MS needs to fix this. It should ask you if you want to proceed with downloads over the metered connection, then do it if and only if you say yes.

    If you are on the Creators Update then some essential updates will supposedly be downloaded even on metered connections. There was a subtle change in the wording than first appeared in 1703.

    It's this that doesn't seem to be working as intended. I haven't yet seen anything download on a metered connection. It seems that windows update now has to first check to see if anything in a cumulative update may be deemed as 'so important it must be downloaded' and only offers the 'download' button after finding that, after all, nothing qualifies.

    If you like watching paint dry, I have found that if you wait long enough it eventually asks if you want to say 'yes' over a metered connection. Last time I could be bothered to wait it took over half an hour before asking. *Sad

    The only time it asks immediately is when the only update available is a definitions update for Defender.

    Thanks for the info. I too have never seen an update that was deemed important enough for immediate download. It apparently checks for updates every few days on its own, then decides 'Not important enough.' Perhaps I wasn't patient enough on downloads after I asked for an update check. It started out saying 'Downloading 0%.' That went up to 2%; then it stopped increasing. I waited a while before checking Task Manager, which said nothing was happening on CPU, disk, or network. This continued for several more minutes. Then I turned metered connection off and the download resumed. Maybe there's a timer set, after which they ask you whether you want to proceed with downloads over metered.

    I suspect it's more like it has check through all the updates already installed to see if there are any it could download over metered connections before asking. Either way, it takes far too long. Like you, I turn off metering for a while to let it complete the download.

    You may be right, but if it was checking installed updates, it seems there would have been CPU and disk activity. It had already obtained a list of what to download in the 'Checking for updates' phase, so it should have known whether they were important enough to download over metered. I'm mystified.

    It's a big deal if you are on a tight capped connection. Turning off metered connections doesn't just affect windows update, it allows all other apps to use the connection too. For example, Spotlight will download a new batch of images as soon as you turn it off.

    Re 'What is the big deal': Just because there's a work-around (turning metered off and then back on again) doesn't mean there's not a problem.
