Windows 10: Windows Updates not installing amd System Config Utility not opening whatever I do!

Hi,

I am running Windows 10 1909 edition and cannot update using the app or Windows Update Assistant despite trying now for a good while. Also I have noticed that the system Config App will not open using the msconfig command in the search box, Task Manager, desktop shortcut or executable file or Powershell.


The Security Updates seem to install ok but not 2004 and now 2009.


With the updates I have tried doing a clean install of windows that will not complete I just get an error message Something went wrong no changes were made and the BSOD. I have tried doing a system restore, scanhealth and restorehealth comands on the Command Prompt/Powershell and resetting the BIOS all to no avail.


In addition to the above I have also tried doing a boot in safe mode and don't know what else to try have you got any suggestions as I feel like I am running out of options short of buying a new laptop. Is it possible the hard disk is damaged in some way ?
