Windows 10: Windows updates running very slow

On a fresh install of Windows 10 Pro, I am applying Windows Updates. Running for the last three hours, finished only 77%. Resource monitor show CPU usage only 17%, memory usage less than 60%, C drive data transfer less than 2 MB/s SSD can do 400 MB/s, network usage almost none of 300 Mb/s as everything already downloaded. I know, first update after fresh OS install was going to be big but why the updater not utilizing plenty of resources available? See the Rask Manager screenshot below.

I would suggest you to run System maintenance troubleshooter.

Try the followings steps:

• 
  Click "Search" and type "Troubleshooting" without quotes and hit enter.
  
• 
  Select "System maintenance"
  
• 
  Click next to run the troubleshooter.

I would suggest you to Run Maintenance task

The Run maintenance task checks issues that might slow down your computer's, such as how many users are currently logged on to the computer and whether multiple programs are running at the same time.

Follow the below steps.

• 
  Press Windows + X on the keyboard.
  
• 
  Select Control Panel.
  
• 
  Select Troubleshooting.
  
• 
  Click on Run maintenance task under
  System and Security.
