Windows 10: Windows Updates WSUS "Upgrades" like Windows 11, Veriosn 22h2 x64 2023-07B

HiI can't find any indication on any of the WSUS documentation that cover "Upgrades" classificationhttps://learn.microsoft.com/en-gb/troubleshoot/windows-client/deployment/standard-terminology-software-updatesthat page has a show 10 more but doesn't have "Upgrades"So the question is, when I read the relevant KB article it says the KB is an "Update" for example the one in my subject line is Windows 11, version 22h2 x64 2023-07B and that is KB number 5028185.In the WSUS mmc it is under Classification as "Upgrades", but I can't find any documentation that defines what the behaviour is for

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845)

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Successfully Installed on 2/15/2023

 

Why does the 2023-05 CU for Windows 11 Version 22H2 for x64 contain several wim images and is 9GB in size in WSUS?

I noticed a large increase in the size of Windows 11 patches in WSUS starting April 2023;
The May 2023 W11 cumulative update is the same way-- many files that are multiple GB's in size according to WSUS, but it is only a single update file that is much smaller at the update catalog?

Case in point this patch:

2023-05 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5026372)

Microsoft Update Catalog

It's only 275 MB at the update catalog-- a single MSU file.

However If we look at the same patch in WSUS, i.e. using powershell:

This outputs a list of many files including several .WIM images, totaling ~9.2 GB in size!

April's CU was similar, but the March CU wasn't humongous like this.

This seems like possibly a mistake?
