Windows 10: Windows version is stuck on 1909

My pc has been stuck on version 1909 for a very long time and I've tried these things to fix it including1. Downloading the latest version from the update assistant2. Reinstalling windows by using a bootable USB using RufusI used to get error codes when downloading from settings but now when I check for updates 22H2 doesn't even show up even though it should. I don't know what other options there are and I don't want to lose my files I hope someone can help me.

Can I Update Windows 10 version 1909 to version 21H2 (latest)?

Then Please send the useful steps to do that...

By changing windows version 1909 to 21H2 does it removes all files(music, videos, software,etc.) present in my laptop or it is safe, nothing will be deleted.

Now I am not getting critical updates for windows version 1909.

Please anybody give suggestion regarding this matter.

I have a problem with windows update, I am stuck on version 1909 and update always fails when I try it. I have tried pretty much every solution except completely reinstalling windows. When I do the windows update troubleshooter it gives an error. I have ran Chkdsk from command prompt, /sfc scannow doesn't run for some reason even after trying fixes. Have tried to use the windows update assistant but it doesn't work. Also tried manually downloading the updates and past restore points.

Windows update troubleshooter gives error "WaaSMedicService Issues remediated by :CorruptionRepairPlugin;AppCleanerPlugin;EnableUUPScanPlugin"

When the update fails it says "There were problems installing some updates, but we'll try again later. Feature update to Windows 10, version 20H2 - Error 0x800706be

Security Update for Windows 10 Version 1909 for x64-based Systems (KB4535680) - Error 0x8000ffff

Not sure what else to do other than a complete reinstall of Windows. Also am unable to upgrade to Windows 11 because I'm stuck on old version.
