  2. Experiencing Severe packet loss and high pings

Bump, the command spearman suggested boosted the d/l speed to 70kb/s, however it didn't fix the packet loss issue, the ping issue's still there but has much less of an effect.

Windows 10 drops incoming TCP SYN packet for no reason

No, I did not install Hyper-V and all my VirtualBox VM's was not running. I don't know whether SYN-ACK packets with wrong timestamp will be captured by Wireshark, but I did not see any SYN-ACK packets captured. If the connection is somehow blocked, there
will be no outgoing packets in response. But if the connection is not blocked (as aforementioned, connections from some certain hosts will not be dropped), then everything goes fine. In that case SYN-ACK packet is captured.

So it seems to be there is an unknown firewall-like thing resides in the system of my laptop that is dropping some of the incoming connections. However, the only firewall software on my laptop is the built-in one, at least it is the only one installed that
    I know.

I am having these weird internet drops where it happens 1 - 2 times a day. I also have packet loss in game (I always see the icon of packet loss popping up in all the games I play)

I run my computer wired so it's not connected wireless. Not sure if any of this info means anything if something is bad here what is it and why? I don't really understand any of these things. Is there anything I need to bring up to my ISP? Thank you
