Windows 10: windows will get stuck if I don't go to BIOS UEFI F2

So I tried turning off ULPS from AMD, then after I turned it off I immediately restarted the laptop, and since then Windows stuck happened, every time I restarted it would definitely get stuck when loading, but when I opened BIOS F2 then returned to Windows, it didn't cause a stuck and I was still able to open windows as usual, then I immediately turned ULPS back on, and I tried restarting again to see if it was still stuck, and the answer was yes, even though I had turned on ULPS the stuck still happened and I didn't know what to do, I've searched tutorials on YouTube but none of them are the

PC stuck on "Press Del or F2 to enter UEFI BIOS". What to do?

I have a Dual Boot Setup with Windows 10 on a 250GB SSD (SSD1) & Ubuntu on a 128GB SSD (SSD2).
Running on a Z97-Pro Gamer Motherboard with an Intel I7-4790K, Nvidia GTX 970 & 16GB of RAM.

Until last monday everything was fine. Then I was browsing the internet from Firefox ESR under Ubuntu and for some reason, the PC got stuck. Nothing reacted so I had no choice but to reset the PC. After that it rebooted, but got stuck on the "Press Del or F2 to enter UEFI BIOS".

Reading up on the issue (from my cell phone) I found out it might be caused by a USB device. So I unplugged everything USB (end went a step further & also unplugged anything not essential inside the case as well), leaving only my wireless keyboard & mouse connected.

Booting it up got me into Windows just fine. Then I unplugged SSD1 & plugged SSD2 back in. Booting went past the "Press Dem or F2 to enter UEFI BIOS" but was very sluggish & eventually produced an error being unable to load Ubuntu.

Assuming something wrong with the Ubuntu install, last night, I formatted SSD2 & re-installed Ubuntu. After that, I was unable to choose Windows from the GRUB menu since there was no entry. I was reading up on fixing that when I went to bed. This morning, firing up the PC, I once again found it stuck on the "Press Del or F2 to enter UEFI BIOS".

And I'm clueless (besides a potential faulty SSD?) what might be causing this. And how to solve...

Stuck on boot at "Please press DEL or F2 to enter UEFI BIOS Setting" message. I unplugged all USB devices and restarted the computer. I haven't changed any of the hardware (GFX card, RAM etc). It won't move on from that screen. Please help.

Oh, sorry nearly forgot I asked this question after I celebrated my victory work around I discovered there were 2 different uefi versions I had to switch to v-1 uefi pull the cmos battery out, boot it, left it on that press del - f2 key shut it down, cmos battery back in, boot, waited about out 5 mins stuck on the press del - f2 to enter bios screen gave me login screen eventually, I then forced windows to reboot and give me bios settings straight after reboot, switched the uefi version back to the other uefi version there was, saved changes, exited, rebooted, watched nervously, almost instantly gives me windows login screen every boot! ‍♂️‍♂️ one fast, smooth running gaming system built without running into that screen
