Windows 10: Windows will not stop changing my network location to Public

I have been fighting this problem ever since Windows 7. Every time I try to access my computer from another device on my network, I find I am unable to connect. I go into the Ethernet settings, and see that Make This PC Discoverable is turned off. If I switch it on, go back, and then immediately open the settings again , it is switched off again.
When I look at my Network and Sharing Center, my network is set to Public network.

The only way I've been able to successfully set it to Private and keep the Make This PC Discoverable setting turned on is to change the Category setting in the registry for my network to 1. It works, and I'm able to do whatever it was I wanted to do over the network. But then the next time I want to access my PC from my LAN again, same thing. It is driving me CRAZY!

I have tried all the suggestions I can find, most of which are mentioned here: Network Location - Set to Private or Public in Windows 8
Nothing prevents it from going back to Public again after a while.

This is incredibly frustrating as it completely defeats the purpose of having a local area network!
I am very surpised that I haven't seen more of an outcry about this on the forums, so I'm starting to suspect it's only happening to me, but this is on at least two different PCs across installs of Windows 7, 8, 8.1, and 10. Can anyone help me? *Mad

network location changed

after updating from wind 8.1 to wind 10 my network location changed from"private" to public.. II use wifi and don't understand how I could have a private network in windows 8.1 andthen be switched to a public network in windows 10 without me making any
changes other than updating to windows 10. Is there any way to change my network location back to private or home oris it best to leave it as public in windows 10 even though I wont be able to create a homegroup

 

Sorry, probably no one has a solution as it is an ongoing problem with multiple comps and you have googled the heck out of it.

And, yes, it does sound like you may be unique!

So, we are left with some troubleshooting tips.

In really tricky situations like this you need to try to isolate sub systems by testing them independently. And, don't forget, we are dealing with odds!

Firstly, your computer(s). On the face of it the odds are in favour of it not being them as the same really weird condition is unlikely to have got embedded in multiple comps and multiple OS's. But, it would still be good to put one of them onto someone else's network to see what happens.

Next sub system has to be your network setup. Describe in detail how it is configured and what is on it. What does share properly? Is it possibly a network issue rather than a computer one? Can you simplify it to try it out?

This would be my approach but we are all a bit limited by our not knowing the details.
