Windows 10: Windows Will Not Stop Reinstalling Games

I have a subscription to Game Pass on PC and have downloaded a bunch of games with it, and when I'm finished I have tried to uninstall them. Unfortunately, Windows takes it upon itself to start reinstalling them again. This is the third time I've uninstalled both Gears 5 and Outer Worlds, yet inevitably I eventually see a notification to let me know that one of them has just finished installing. These are big games, especially Gears.

Anyone know how I can uninstall them for good? How is this even happening?

I can't reinstall my previously installed games!!!
