    I followed the instructions to perform a clean boot. While running a clean environment, I opened an elevated cmd prompt and ran an sfc /scannow function and it resulted in saying there were some corrupt files. I also ran a dism /online /cleanup-image /scanhealth which came back with "the component store is available" So I then ran a chkdsk /f /r followed by WIN + R and entered mdsched.exeAfter the scan completed and the PC finished rebooting, I opened PowerShell as an administrator and ran DISM /online /cleanup-image /restorehealth, which completed successfully.
