Windows 10: Windows won't let me join the Insider Program, but i have Diagnostic Data set to Optional...

Following my previous post, I managed to enable diagnostic data, but now i find myself stuck again, i've tried resetting after changing data collection settings, but nothing changed.

Diagnostic Data ; There is no Full or Basic option

I recently wanted to join the insider program but windows told me to change my diagnostic data to full. but when i went to check it there was no option for "Full". There was only Required data and Optional data.

How do i fix this?

I am trying to join Windows 10 insider program and for some reason every time i join and restart my computer (as part of joining windows insider program) and go to insider page in setting i see join insider button like I never clicked before restarting.
