Windows 10: Windows won't reactivate after hardware change

I have been working on trying to reactivate my windows since a hardware change a month ago. I can go to my account's purchase history and see my purchase of windows 10 home on the windows store for this account. And yet even though it was activated and linked to this account on my previous hardware I cannot get it to reactivate on my current hardware. I have tried using the troubleshooter multiple times and looking for any product key I may have received but I cannot find anything. I even have the receipt of my purchase of Windows 10 Home from when I purchased it in 2020 in my outlook still. I

I just changed motherboards, and When I follow the the steps listed in the "reactivate windows 10 after hardware change" support page, it gives me the message "unable to activate windows" message after I sign in and identify my device,
with no error code, just a subheader that says "can't activate windows 10 on this device, try again later."

Hi,

I didn't specifically follow the steps to prepare my device for a hardware change, I was unaware.

My account does appear to be linked as I see this account that I purchased windows 11 on listed as the administrator.

I have followed the steps for after the hardware change, and with the troubleshooter I get the message 'We can’t find any devices linked to your Microsoft account that can be used for reactivating the device you’re using right now. Make sure you’re signed in with the same Microsoft account you linked to the Windows 10 digital license on this device or try again later'.

Again I didn't follow the steps to link the digital license to my account, at least to my knowledge.
