Windows 10: Windows won’t shut my pc all the off

I just upgraded my computer with 16 gigs more ram yesterday and now when I try to shutdown it won’t turn all of the way off.

It turns off the display and my custom rgb so I’m assuming it shuts down most of my apps but none of my hardware actually turns off unless I hold my power button.

I’ve tried scanning for corrupt files, checked my drivers, turned off fast boot and ran the power troubleshooter. I checked my bios for any weird settings that might have changed. I can’t find any other fixes online and was hoping someone here would know.

The last thing I want to do is have to backup my apps and files and reinstall windows because I don’t have a drive for any of my files to go on.

Edit - my reset button on my case doesn’t work, I’m checking my front panel cables

my n97 won t charge or connect

when i put a usb on my n97 it won t charge when i put on the computer it won t say nokia pc suite or else it not reading the usb cannot work on my phone plz hel

 

Windows 10 won´t start any program as Administrator

Hello. I´m having this issue since installed one of the latest Windows 10 system updates.

When I try to open any program that requires Administrator confirmation (that screen with the Yes/No question), this dialog won´t appear anymore. The screen background stays darkened and nothing happens.

1. Using Windows 10 Home (x64)
2. My microsoft user account is properly checked
3. I´m the administrator of the PC
4. Already tried do create another administrator user account - same problem, no success
5. Cannot start any program/service that requires administrator authorization (not even regedit)

Please help!
