Windows 10: $Windows.~WS ? ? ?

Discus and support $Windows.~WS ? ? ? in Windows 10 Installation and Upgrade to solve the problem; Does anybody know what the $Windows.~WS file is and can it be removed?     Does anybody know what the $Windows.~WS file is and can it be removed? It's not removed when you do "disc clean of system files".
