    I know there are threads on how to maintain icon layout position, but I find none of them to be adequate. Why can't Microsoft just add a simple feature to save and restore desktop icon positions? Or simply just not mess them all up in the first place? And
    no, unchecking the 'auto arrange' or 'Allow themes to change desktop icons' doesn't work. Just check the 'This PC' in the 'Desktop Icon Settings', apply, then remove it and your icon layout will be messed up. The User interface is one of the most important
    element of any software. The reason people put icons on the desktop is for ease and quick access to their favorite applications. Microsoft just don't seem to get that. It's something that's been bugging me ever since I started using Windows.

    I would have liked to pick 'Incompetence' for 'Category', but it wasn't listed...

    I have the same issue here. I have done all the steps above and after a reboot the keyboard layouts are installed by windows automatically. This 99,99% a bug and needs a solution.

    There are 2 new workarounds that I justfound that I will try:

    1. To fix this issue, delete the Preload registry folder and restart (or sign out) the computer:

    This folder seems to be some legacy remnant that contains non-user-specified keyboard layouts to be added to the list of languages when the user signs in. While the fix itself works through restarts, there's a few things that seem to bring back this folder:

    • Remote desktop to a computer with US layout
    • Win 10 Anniversary update
    • Logging with Microsoft account on another PC that still has this issue
    Whenever the problem comes back, that registry folder needs to be deleted again.

    Edit: I have created a RemovePreload.reg text file with the following content, this way this fix can easily be re-applied every time without navigating the registry:

    To use this, save it in a text file and change the extension from .txt to
    .reg. Then whenever it comes back, you can just double click it and restart or sign out.

    2. Remove unneeded language files from Windows like KBDUS.DLL or others located at:

    C:\Windows\System32
