Help with Install error code 0xC1900101-0x20007

Hi Microsoft Community,

I need help to resolve the install error 0xC1900101-0x20007 "Installation failed in the SAFE_OS phase with an error during install drivers operation."

I am now running WINDOWS 8.1 as I have tried for the past few months to run a failed update in Nov 2019. I am not computer savvy but, I've checked all drivers and they are up to date; would really appreciate any help to resolve this issue, I really need
WINDOWS 10 back.

Why does my HP Laptop keep trying to install Windows 10?

Did the download and tried to install, after several hours, received the following message.

Could not install Windows 10:

Error message 0XC1900101-0X20007 SAFE_OS phase with an error during INSTALL_DRIVERS operations
