Why can't I view and edit c_cpp_properties.json in vscode?

Configure VS Code for Microsoft C++

I'm trying to use VS Code to compile and run c++ using these instructions. While completing this step

I can't get the c_cpp_properties.json file to open and I get the error:

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

 

Just upgraded to latest windows 10 v1706 I keep getting this error message. C:\users\muname-\local\instart.dll How can I fix?
