Windows 10: winodws restarts after login? unable to install drivers due to this

New windows 10 install, new mobo/processor. After install computer restarts after logging in. Does this every time. I havnet been able to install ASUS drivers because of the constant restarts. I booted to safe mode, tried to install drivers but VCRUNTIME140.dll and MSVCP140.dll missing are missing. I tried to go to safe mode and install VC_redist.exe but it fails because the Windows installer service is not starte.d But I cant start the installer service in Safe Mode.This is a catch 22 how can I solve this?

• Since you've mentioned that you've followed a dozen suggestions, what are those troubleshooting steps you've done so far?

This is most likely due to an installation/upgrade error with ATI driver's. I suggest doing DriveSweeper and the following:

• Drivesweeper all drivers & in Safe Mode
• Unistall all drivers that aren't used in DriveSweeper (CCC Profiler Updates, MSI AfterBurner, anything related to ATI that use's it's drivers.)
• After you do this, the first thing you need to do is go into Device Manager and Unistall your ATI Drivers

Once your done, restart the PC and then try installing the latest drivers.


I had several issues with this in the past, but I overcame it with logical reasoning and whenever I have a driver issue, I just use these steps and I always overcome the problem.
