    I will create the bootable media for Win 10.
    Then I will copy the recovery folders within the same drive.

    What are the next steps ?

    No need to create bootable windows 10 setup media..
    Just download ISO and Mount it
    Then copy Install.wim to Rescue Media \Sources Folder

    On the WIN10 media, I find install.esd not wim

    Earlier, I mentioned wim from the recovery files which I had. Sorry if this creates additional trouble for you.

    once you have all that...

    type> Diskpart
    type> select disk 0
    type> select partition 3
    type> format quick fs=ntfs label="WIN_OS"
    type> exit
    type> dism /Apply-Image /ImageFileWiped hard drive partitions keep coming back on Win10 Recovery disc :D:\Sources\Install.esd /Index:2 /ApplyDir:C:\
    type> echo f | xcopy D:\Sources\WinRE.wim C:\Windows\System32\Recovery\Winre.wim /h

    then reboot

    Edit:
    install.esd OK
    otherwise cmd line would be install.wim

    Index:1 = Windows 10 Pro Version
    Index:2 = Windows 10 Home Version

    tried command with override param, removed label but nothing worked.
    Should I create bootable WIN 10 and do the reverse by moving recovery contents to a specific folder and try ?

    type> Diskpart
    type> select disk 0
    type> select partition 3
    type> delete partition override
    type> create partition primary
    type> format quick fs=ntfs label="WIN_OS"
    type> assign letter="C"
    type> List Partition

    Verify you have all four Partitions again, with Partition 3 being labeled WIN_OS and assigned drive letter C:
    then

    type> exit

    and continue

    I think my drive is locked from alteration. Even after a successful delete partition, it says no sufficient space when I attempt a create new primary partition.

    I noticed it earlier also. When I deleted 10 Gb of data, it came back after I rebooted. Wondering.. Snap below for the list of commands I tried.

    1 interesting find.

    I just gave

    format override fs=ntfs label="WIN_OS" and the percent count is increasing. Though the wipe is slow, I will wait and update on the outcome.
