Windows 10: wireless mouse scroll 'jumps' - scrolls in reverse a little

I followed the directions in this link, but the directions can't be followed in Windows 10. The issue: When I scroll up, every now and again it suddenly scrolls down a bit, and when I scroll down it jumps up every once in a while.

When I scroll up it suddenly scrolls down a bit, and when I scroll down it jumps up every once in a while.

I'm on windows 10, using a dell wireless mouse. How do I fix this?

 

USB Wireless Mouse Scroll Jumping

Recently, on Windows 10, when attempting to scroll the page will sometimes jump up, then down when I am scrolling. I am using a new Gear Head Wireless USB mouse, which in the past as worked perfectly well. I have tried solutions previously listed on the
web (cleaning the sensor, turning down the amount of lines that will be scrolled), and so far, nothing has worked. Any advice?

 

How do I change scroll direction of a mouse NOT listed under Mice?

Thanks; yes, those are great directions and did work to change the direction of the wired mouse that came with the computer. But the mouse I'm using doesn't show up as a mouse in the hardware list, so I can't follow the rest of those steps. I need the mouse to appear on the list of mice in order to complete this sequence.
