With bitdefender enabled I used msconfig to get into safe mode but when i used it to set back to normal mode it failed.So when it rebooted into safe mode it didn't ask for a recovery key. I then set msconfig to reboot to normal mode and it said it was unable to save settings. Now when i reboot it goes into recovery mode.When i try to run system restore it asks for the recovery key which it accepts and then unlocks however it says no system drive has been selected and then reboots into recovery mode. Startup repair fails.Do i need to rebuild the EFI/GPT Bootloader ???

Cannot enter Safe Mode using either procedure (Start or Settings)

We would suggest you to check on this
link and try to follow the instructions in the article.

If the issue still persists that you cannot able to start the computer in safe mode you can also try to enable it msconfig by following the steps below:

• Press Windows key + R and then type msconfig in the run box.
  
• Click Boot tab and check Safe boot option.
  
• Click Apply and OK.
  
  
  
  
• Click Restart to see if changing the boot option take effect.

Stuck in safe mode in windows 10

Safe mode is intended to help fix most, if not all problems within an operating system, it's not good if we got stuck on it. To correct this, we suggest that you follow the steps below to exit out of Safe mode:

• Open Run command by pressing Windows key + R
  keys on the keyboard and type msconfig in the command box and press
  Enter.
• Under General tab, put a check on Normal Startup option.
• Reboot the system and check if the changes are effective.

Let us know if you are able to exit out of Safe mode with these steps.
