Windows 10: Wont allow reset Windows 10

I’ve been experiencing an issue with my PC so whenever I turn it on my screen flash is black and blue, the blue being the lock screen which randomly shows up with the date and time and three symbols at the bottom, I cannot click any of the symbols either. I have figured out where and how to restart my PC but the problem is that it does not work and whenever I try it just sends me back to the same menu and my guess is it’s some corrupt data that is preventing the reset. Any suggestions?

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

No access to Disk and wont allow me to Reset the Computer.


This is the problem I have: It won't let us access the local disk and says we don't have permission. I am the only user. It won't let us save anything on that disk either. I have gotten all of the documents, videos, and pictures backed up so that's not an issue. We are really just trying to reset the computer with a fresh start but it wont let us.

Okay so this is everything i've tried:

Resetting the computer- This wouldn't let me because it said it had an error. I did this by holding shift while restarting and then troubleshooting from there. I've tried the option of saving files and also whiping the whole computer, both ways won't work.

Booting in safe mode- it works but nothing has come out of doing anything in that mode.

What do I do? I've read multiple forums and nothing they suggest is possible. Suggestions?
