Windows 10: Won't install 2023-11 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems...

Hi Just wondering if anyone else is having issues with this update? I've tried many times to install it but it keeps dying. I've tried clearing the update history and also did a reinstallation of Windows keeping data and apps. Nothing seems to resolve this problem.Thanks so much,Paul W.

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845)

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Successfully Installed on 2/15/2023

I had this issue 2023-10 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5031354) Download error - 0x80248007 and annoying as it was, when I uninstalled NORTON antivirus. It downloaded and installed without issue. After 3 days of rebuilding windows update, sfc scans, and chkdsk. and I then reinstalled Norton
