Windows 10: Won’t stop turning off and on, on its own

I tried so restart my whole laptop so I can get rid of all my old files and everything on there so i could create a new laptop account, my laptop did the normal thing and and started to do the reseat, but then my laptop went to a black screen and it went to a blue screen that usually appears when it restarts but randomly it turned off and for the past hour it had loaded up to the loading screen then to the blue screen then turning off to where my laptop will not restart and all, I have tried turning off my laptop, letting it die then charging it and then turning it back on but it just repeats

cortana won`t talk to me

• Check and verify if Cortana is activated?
• Does Cortana search and gives any output/result on screen?
• Is the Language and region settings set to valid value?
• Check and verify if Cortana available in your region?

Method 1:

I suggest you to try to turn Cortana off and then try turning it on back and check if she talks. Refer to the steps below to turn Off and On Cortana:

• Open Cortana.
• Click the hamburger button in the top left of the window.
• Go to Settings and click on off.
• Follow the same steps to turn it on.
• Check if issue persists.
