Windows 10: Working as IT adviser, what should I do first [details inside]

I have previous long experience with all these stuff, but not at this scale, this is travel agency, had like ~40 PC's in 5 departments, and I will be honest with you, the situation from my first look were disaster.

The previous guy(the IT guy) were never professional he will left the company in couple days, and all devices had issues, I'll describe the situation :-

• Viruses , more than one device had Viruses, making them very slow , and Kaspersky security notification everywhere .
• Windows is not activated , OG even that IT guy PC have activation watermark , even the branch header told me that(another IT guy) who bought to them their PC's give him fake Windows activation key's, that's works couple months only (even his own PC BTW) .
• The routers , this field I had less experience with, all these 40 PC's are connected to the internet via Two router, one of them completely isolated from the others, and yeah the last one had limited Bandwidth Plan , the day I arrive, it was consumed(it's not much, 15GB in three days ) for ~5 PC's and the employees phones, even this not suppose be to happened, they use the internet to read Emails and maybe surface the web, I know advance setup will required either squid server to or OpenWrt

So my job required dealing with the PC's (Windows/office specifically) , printers, the routers, and Security, and first thing I need to do is fixing issues above off my hands, so if you have any advice for my work please go ahead, I want to hear more .

The tutorials provided are just a list of troubleshooting steps. Use only the steps which apply to you.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.

I suggest you to Perform the below steps and install the Insider Hub.

• Go to Settings, then System and then
  Apps & Features.
• Click on Manage Optional Features.
• Click on Add a Feature.
• Navigate the list, locate Insider Hub, and click
  install.

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.
