Windows 10: would reinstalling windows give back my missing files?

So my computer was innactive for a little bit and now that I've turned it back on many problems have arised. One game of mine, Metal Gear Rising: Revengeance, won't open. When opening the file directly I was met with the information I was missing a file. This happened one more time and both times I replaced the file. Still there are multiple errors that block me from opening multiple apps such as Microsoft Store. I am thinking about reinstalling windows 10 as a whole but I'm not sure if that would fix the issues. I'm not sure how any of this happened, the only change I've made before this happ

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

its not my pc , my bros dell xps , he boots it and right where it goes into boot log , it halts and says windows/system32/hal.dll file missing , replace

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
