Windows 10: WPA.exe - cursor lagging like 30 fps (after reinstall)

I have an extremely weird issue as usual. I had some .Net Runtime error 1026, while I had no corruption, except that 1 error in Event Viewer. They weren't able to help on MS forums as usual...

Problem: I installed ADK and when I opened WPA.exe: cursor would lag like 30 fps and program would close shortly afterwards. I could install programs, but I noticed on other MS installers like: Windows SDK, or driver kit, that my mouse lags like 30 fps as well...

I reinstalled computer since: and to my surprise again: when I opened installer (ADK) mouse cursor lagged again like 30 fps during install and after I installed WPA and WPR. It is called Windows assement kit - I think. I used adksetup.exe. So now when I open WPA: cursor still lags like 30 fps, but it launched at least...

Still it does look like some important issue! Nothing in Event Viewer now and no corruption again! This was clean install of Windows 10 Pro 20h2 x64, I verified SHA of the ISO! And it is original install. No idea how this issue can persist after install... Also no problem with hardware and disk on which it is installed is fine, which is also a system disk. Other disks SMART sucks, even health is reported as good, but I had no BSOD, or any issues lately. Otherwise I have no problem with any other programs, only MS ones!!!

I used WPA before and I don't recall it would lag. Maybe some update? I downloaded only 2 updates from February: 1 critical and 1 security. On askwoody.com defcon was only 4, so I Am not sure. I don't see what it could be. So strange! I don't care about lag, but it could be some serious issue, don't want to spend time setting up OS, which could be fundamentally broken...

nokia 5610 ....videos do not play smoothly at 30 fps QVGA

The 5610 DOES NOT support 30 fps (as far as I know) so no setting will make it play 30 fps if it's not supported!



If you must watch at 30 fps then you need an N95, N96, N86, N82, I don't know the full list, but not all devices can play 30 fps correctly.

 

PC performace and random FPS Drops and LAG

My PC has been doing this weird thing.... it keeps on having random FPS drops, I usually run at 60 FPS on Fortnite and higher, now every 5 or 3 minutes my game stops and slows down to 30 or 20 FPS and lags,, then goes back to normal and this happens constantly
please help I'm desperate...

but they work fine when played at 15 fps....above 15 videos lag

i use total video converter 3.11........help
