  1. WSAPPX clipSVC high CPU when opening a folder with Windows Explorer

The title says it all. WSAPPX client license service ClipSVC runs with high CPU whenever I open a folder with a large number of photos using Windows Explorer. This causes Windows Explorer to be super slow. It can take up to 30 minutes or more for Windows Explorer to fully enumerate the files in the folder. I've already tried all the other usual fixes - setting Pictures and all subfolders to be General Items instead of photos, deleting thumbnails, re-indexing the drive. Nothing helps. Meantime I can watch Windows Explorer slowly enumerate the photo files one by one - approximately one

    wsappx high CPU usage

Didn't work. Also, it's not disk usage or memory usage, it's my CPU. And as I stated in my post, I already tried gpedit & I already disabled my windows store-app.

Also, my pagefile is about 10,000mb.
