When clicking the files getting error that the file does not have a program associated with it for performing this action.

• What file are you trying to open?

This issue is caused if the file is not associated with any of the application or program to open it.

If those files are the pictures as I can see that you are trying to access the picture folder. I suggest you to follow the below steps and check if the issue resolves.

• Right click on the file and select Open with.
• Select Photo App or Photo Gallery.
• Double click and check if you are able to open that file.

Whenever I try to open this game called "PayDay 2" it says this "This file has no associated application to perform this action.
Install an application if it's already installed, create an association on the default settings page".

I have a new computer and I just downloaded that program. Other games will start tho so its only this one.

If nothing there helps then run System File Checker along with DISM from Step 10 in this checklist:

If those do not repair the broken system files then continue with Step 11 in checklist to run a Repair Install which reinstalls WIndows while keeping your files, programs and most settings in place, by installing the Media Creation Tool from this link

If any steps cannot be performed normally then try them in 1) Safe Mode with Networking (so you have internet) or 2) Safe Mode, accessed by one of the illustrated steps in this guide:
