    Looks like Microsoft may have resolved the problem in the latest update, 1709, also called the Fall Creators Update. I did not install Icaros like some of you did or disable thumbnails, I stubbornly preferred MS to resolve the issue. I am pretty sure I did
    not install anything else that would have sped up moving HEVC/x265 or Hi10p/10bit videos or speeding up folder views of HEVC/x265 or Hi10p/10bit videos.

    It was suspected that it had to do with thumbnail generation and that MS didn't update the process to recognize HEVC/x265 or Hi10p/10bit videos in mp4 or mkv containers. This caused "COM Surrogate" to start eating large amounts of CPU usage. "COM
    Surrogate" is the process that extracts the thumbnails for videos and pictures.

    It is possible that this process was updated to include recognition of these files, but no developer from Microsoft has come forward to confirm this.

    All I can say, is that the issue has been resolved for me and I believe it came from the Fall Creators Update, 1709.

    Appreciate your interest in this subject, but I disagree with you on it not being a problem. I have a quad core 2.83 ghz CPU and 8 gigs memory.

    No other files have a problem generating thumbnails quickly. The x265/hevc and 10bit/hi10p files do. And like I said, doesn't matter if it is 1 file or a hundred of these files, something keeps Windows from generating thumbs quickly.
    Oh yes, and it does NOT end up creating thumbnails when it finally stops whatever it is trying to do to get thumbs.

    I watched task manager to see what processes occur when I use file manager to go into a directory with eleven x265/hevc files. There is a processes called "COM Surrogate" that starts, eating 18-25% of the CPU. It took 3 minutes
    and 2 seconds for file manager to finish doing whatever its doing. When I exit the directory the process ends a few seconds later. And then if I go back into that directory, it starts all over again.

    Definitely a problem.

    Please, grab some x265/hevc or 10bit/hi10p files and check it out.

    I couldn't find an answer or solution to this problem. Not sure if anyone else bothered to report this, but I am experiencing horrible sluggishness when accessing a directory with HEVC/x265 or Hi10p/10bit videos. It also occurs when trying to move or copy HEVC/x265
    or Hi10p/10bit videos. MPEG2/4 and x264 videos do not have this issue. It appears Windows is doing some type of analysis or verification of the HEVC/x265 or Hi10p/10bit videos that slows it down. Any solution or fix to this? Do I need a video card with a hardware
    decoder for HEVC/x265 or Hi10p/10bit videos to have the sluggishness go away? Or does Microsoft need to have a Windows update to better recognize HEVC/x265 or Hi10p/10bit videos?
