    As I told, Windows 10 turns on perfectly on second attempt but not at first attempt. every night I always turn off the PC power outlet, then next morning turning on PC power outlet and pressing the power button, PC power led glows and no displays just blank, then force shutdown from PC power button and again pressing power button second attempt PC turns on perfectly. so did some search on internet to find solution to this issue and tried to uncheck fast turn off - << it didn't work. also some forum said its because of plugged USB device. so unplugged both TP link USB Bluetooth receive

    As I told, Windows 10 turns on perfectly on second attempt but not at first attempt. every night I always turn off the PC power outlet, then next morning turning on PC power outlet and pressing the power button, PC power led glows and no displays just blank, then force shutdown from PC power button and again pressing power button (second attempt) PC turns on perfectly.

    so did some search on internet to find solution to this issue and tried to uncheck fast turn off - << it didn't work. also some forum said its because of plugged USB device. so unplugged both TP link USB Bluetooth receiver and Xbox 360 controller USB receiver, PC turns on perfectly at first attempt so plugged TP link Bluetooth receiver to find the culprit, but PC turned on at first attempt with TP Link Bluetooth receiver then tried to connect Xbox 360 controller USB receiver, again the PC turn on at second attempt only, so tried to tested by plugging and un-plugging Xbox 360 controller USB receiver then I came to the conclusion that This Xbox 360 controller USB receiver is the culprit for this booting issue.

    I have been using this windows 10 PC and plugged in Xbox controller USB receiver for 2 years and suddenly this second attempt booting issue happened. All I guessing on Windows 10 Update conflict.
