Windows 10: Xbox App says, "There was a problem loading installation locations. Try again."

I downloaded Mortal Kombat 11 on my PC and everything was working fine. I then after wanted to download all the DLCs and once I tried that my xbox app stop loading and showing my games. The DLCs wasn't downloading either. Once all that happened I then noticed that message showed up in my General Settings in the Xbox app. I've also reinstalled Gaming Services multiple times and when I try to download the DLCs on Xbox App it tells me to install it. If I use the Microsoft Store, it shows I have it installed after each reinstall I've done.

• Hello, i have a problem with Xbox App on Windows 10 Home Edition. The XBOX application isn't loading. Firstly it showed the error 0x409 0x80131509, then I reset the application settings . I followed the instruction steps. Looks like that didn't help. When
  I launch the XBOX application or a game that requires connection to the XBOX services, I have an infinite loading logo. In the properties of the XBOX network, i have NAT error, that couldn't resolve by built-in helper.

Xbox App/Gaming services won't install or function

I've been trying to get Gaming Services to function for days. Nothing changed in any of my settings to my knowledge but it stopped working. Xbox App tells me Gaming services needs to be installed to play a game. It attempts to install but does nothing. My App list says that its installed but it doesn't open nor does Xbox App seem to see it. In the General Tab of Xbox App Settings it says "There was a problem loading installation locations. Try again" No amount of trying again, restarting, uninstalling/reinstalling Xbox app or Gaming services app has worked. I've been through all of the troubleshooting lists, google solutions, reddit, Xbox help chat, I've given them remote access, I've followed their instructions, PowerShell, CMD. Everything for days. Still not functioning. I have no idea what else to try.
