Windows 10: Xbox controller has random spasms of button presses on windows 10

I had the same issue on my old xbox controller on pc where sometimes when I playing my controller acts up for anywhere from 5-20 seconds or so.

For example, when I hold the LT button it will register it being stuck or the analogue stick will be held down one direction (this happens with any button). I noticed it only happens wirelessly on my old xbox controller and I got a elite s2 controller and still am having the same issue so I'm assuming its a PC setting. I've tried calibrating it but it doesn't seem to have an affect. This issue has only occurred on my new PC as my old laptop never had these issues when using a controller. I only play rocket league on steam so I'm not sure if its in other games but I don't think any settings in game could be messing with it.

Also I'm not sure if this is relevant, but I feel like it particularly happens when my controller is under my desk rather than on top of my desk, my desk does have a large metal frame to hold up the tabletop so could this be affecting the connectivity of my controller?

when tested in game control settings (windows) RT button have step Acceleration
but when test in game Dirt 3, when driving, RT button not have step Acceleration, when I hit the half or full result is the same

what is wrong with my controller settings?
