Windows 10: Xbox Elite Controller won't work for win10

Hey all, one of my friends is having a problem with his xbox elite controller not connecting to windows 10. We have tried a scuf and a normal xbox one controller in his pc and they both instantly work, however, with the elite controller the device keeps saying not recognized. We've tried re installing drivers, going in BPM on steam, restarting, etc. We've literally been at this for a couple hours now, I'm stuck. Anyone with some information? Thank you in advance.
