Windows 10: Xbox Game Bar won't take in audio and wont output audio on party chat

I have tried to fix this both through the Xbox app and Xbox game bar, both have the correct output and input selected in the apps as well as in windows advanced audio settings, both apps when in party say that my audio is working as the little white ring around the profile picture shows when I speak, but I cant hear the people in the party and they cant hear me. I have tried reinstalling, and I tried another method for a similar problem that fixed it for others, but it did not work for me. What is causing this problem?

Xbox game bar party chat

Xbox game bar party chat in the setting of xbox game bar party chat audio settings are not being saved but the audio to windows it self saved what i set it to but xbox game bar if i change the settings for party chat it does not save any idea on how to
fix this ? this is doing this on three PCs as well.

 

Xbox gamebar Party audio output through wrong device.

I have a headphones and a tv set up as a second monitor. The game and all other programs automatically use the headphones unless I change it to the tv (for speakers). Xbox Party chat however is the only one that refuses to play nice. I've set the headphones
to default, changed the audio output in xbox game bar party chat to the headphones but still nothing. I tried to disable the tv as an audio device but then I just have no audio from party chat at all. has anyone figured out a way to fix this issue?

 

Xbox game bar is reducing my audio quality.

Oh! well ok that fixed the audio issues.. However now Xbox Game Bar Party chat wont recognize my headphones.... I can hear things good now! just not my friends :/
