Windows 10: Xbox Live Account Creation

I'm not really familiar with all the Microsoft and Xbox accounts and how they link together but I've been looking at the Xbox Game Pass for $1 that they've had up recently and went to check it out. I signed into my Microsoft account but then it told me I needed an Xbox live account so I clicked sign up and since I'm still under 18 I have a "child account" and needed parent consent so my Mum signed in with her account details as it asked but it led to an error and didn't work. We tried it multiple times and ended up in the same error. I have a friend who said they didn't have to do any of this and solely used just a Microsoft account, am I doing something wrong?
