Windows 10: Xbox One/ Windows 10 Create and Join Clubs Setting Not Working

Hi, I'm currently trying to add a friend to join his realm in Minecraft but an error occurred and I was told I needed to allow multiplayer and clubs in my online safety settings. But every time I try to click Allow and then Submit, it changes the setting back to Block.. All of my privacy settings are set to everyone and allow so I'm unsure what to do. Can anyone help?

Can't join Xbox clubs on Windows 10

I can't create/join Xbox clubs on Windows 10.

It says "change your settings to do this" while my privacy settings allow me to create and join clubs.

I tried disabling and reenabling the setting and logging out and into my xbox app

Windows 10 Minecraft - Xbox join clubs setting not working

Trying get my two kids onto Realms, success with one - needed to change the Xbox settings to allow "Join Clubs" etc. But it's not working for the other kid - I get the same errors as if the "Join Clubs" setting weren't set. Repeatedly logged out and in
of box xbox app and PC - nothing plays.

Errors "Can't create World with name whatever" if I try to get the trial running, and "Can't access multiplayer..." if I try and join the realm created on the other kids PC.

It's as though the changed settings are getting to the PC?

Any ideas?
