Windows 10: XPS 13 - 0x9f Driver Power State Failure 0x06

About a couple weeks into a new XPS 13 9300. I can't find any specific catalysts that cause the BSOD, it only happens in the middle of the night so I'm guessing a driver isn't suspending correctly. I did some digging in WinDbg but couldn't find anything obvious. It's not clear to me what the arg POP_FX_DEVICE is either. Windows 10 Power Driver State Failure

I cloned my drive into another new ssd drive. And the power driver state failure keeps popping up. I'm using a dell xps 13 9350 laptop. The touchpad and usb ports won't work after login. When go into safe mode, there's a unrecognized device listed as "generic
pnp monitor". Tried to delete the device and reboot, no luck.
