Windows 10: Youll need a new app to open this exe filed ERROR Pls help

the above pop up changes for every app / exe file

hello after updating windows 10 fully I now get this insane pop up for every app on the system. And i cant fix it as nothing works!

Please assist.

Windows 10 : you'll need a new app to open this .exe file

Hello. I have a huge problem .. every time i try to open any .exe file windows shows me you'll need a new app to open this .exe file and is putting me chose from a list .. but is not working at all i can't install any app. So i tried to reinstall windows
10 by recovery and was no help still same problem and idk what to do.

For example after reinstall i downloaded chrome.exe.. and tried on administrator rights open and iti did open but failed to install i have no clue what to do please help !!

PS: after reinstall windows defender keep say that I got a malware and is taking action but I cant even open windows defender cus of that error
