Windows 10: Your PIN is no longer available due to a change to the security settings on this device....

Hello,I'm having this issue when trying to login to my Dell laptop. When I start my laptop, I get the message in the first image saying my PIN isn't available. When I click on "Set up my PIN", I get the grey box on my screen in the 2nd image, but it quickly disappears, preventing me from changing anything that would allow me to get in. I've tried going into Safe Mode to fix the issue, but I only get the same PIN error when it starts. I've also tried going into the command prompt in advanced options 3rd image, but there's no option to use it.I really have no idea what to do to get back into m

After resetting my windows 10 pc (Dell Latitude 3190) I receive the message "Your PIN is no longer available due to a change to the security settings on this device." I cannot enter Safe Mode either. During the Reset I was asked something about the TPM? and I selected to allow the change/erase. I've tried multiple solutions listed in this forum to no avail. Any help is greatly appreciated.
