    I got a new motherboard/cpu but now windows windows10 says "your PIN is no longer available due to a change to the security settings on this device. click to set up your PIN again" but when I do it says I need access to internet but I can't connect to wifi because I'm not signed in to windows. I've tried booting into safe mode into the command prompt but it asks me to log in and won't take my password even though I know it's correct because I logged onto outlook using the same @hotmail and password.I really don't want to reset my computer. Any help?

    After resetting my windows 10 pc (Dell Latitude 3190) I receive the message "Your PIN is no longer available due to a change to the security settings on this device." I cannot enter Safe Mode either. During the Reset I was asked something about the TPM? and I selected to allow the change/erase. I've tried multiple solutions listed in this forum to no avail. Any help is greatly appreciated.
