Windows 10: 'Your pin is no longer available due to a change to the security settings on this device....

I am making this thread on behalf of a friend, because they cannot gain access to create these forums for whatever reason.I upgraded from an intel chipset to a ryzen cpu and am4 board. I do not have access to those components anymore.I have been at this for hours, it WILL NOT send an email to allow me to reset my password. This is a joke, I've looked at other threads like this where they say 'hey go into command prompy yada yada' still doesn't work. what do I do? I have serious work docs on this PC a complete reset of windows IS NOT an option. I have already tried resetting but keeping persona

After resetting my windows 10 pc (Dell Latitude 3190) I receive the message "Your PIN is no longer available due to a change to the security settings on this device." I cannot enter Safe Mode either. During the Reset I was asked something about the TPM? and I selected to allow the change/erase. I've tried multiple solutions listed in this forum to no avail. Any help is greatly appreciated.
