Windows 10: YOUR PIN IS NO LONGER AVAILABLE DUE TO A CHANGE TO THE SECURITY SETTINGS ON YOUR DEVICE.

I have tried many options but I’m unable to fix it. I let my computer turn off, and when I turned it back on when I click enter pin it says “YOUR PIN IS NO LONGER AVAILABLE DUE TO A CHANGE TO THE SECURITY SETTINGS ON YOUR DEVICE.“ when I select change pin it just brings me back to that same menu. I am unable to reset the computer. There’s no option for it and I’m not sure what else I can do. I’ve tried going in and going to the config and doing a msoftware and loading that into the hive but it says there’s already another process using it. There’s also no password for the computer because it

After resetting my windows 10 pc (Dell Latitude 3190) I receive the message "Your PIN is no longer available due to a change to the security settings on this device." I cannot enter Safe Mode either. During the Reset I was asked something about the TPM? and I selected to allow the change/erase. I've tried multiple solutions listed in this forum to no avail. Any help is greatly appreciated.
